FinFET enables far smaller devices with good leakage and excellent low voltage operation. It doesn't directly lower costs for random logic, but without it, there is very little performance gain at 20nm. However, for storage elements (e.g., SRAM, latches, etc.), FinFETs are a really big help because you get much tighter control over variation. If you look at http://www.realworldtech.com/intel-dram/2/ in my figure, you'll see that Intel SRAM shrunk very nicely to 22nm, whereas IBM did not.
