There are actually very few software vendors that license by core. My competitor makes a lot of noise about “per core licensing” but when you ask customers which applications they have that are licensed by core, usually they don’t have a real good answer.
Oracle has some applications, but most Oracle customers are on enterprise/site licenses so core count is irrelevant. VMware has licensing that allows for “Enterprise” license for VSphere (only) for 6 cores or less and the more expensive “Enterprise Plus” if you have more than 6 cores. However, even though Enterprise Plus is more expensive, I configured 2 identical Dell servers, one with Intel Xeon X5680′s and one with AMD Opteron 6176 SE’s and found that even with the higher license price, the full AMD solution (server + VSphere) was less expensive for AMD. And, you get the extra Enterprise Plus features.
